The purposes and objectives of the Alabama School Library
Association are:
- to promote the effective use of instructional media.
- to keep educators adequately informed about media services
and materials.
- to recruit personnel and to encourage and promote professional
growth.
- to serve as an organization to coordinate research on
evaluation in the use of instructional media.
- to plan and conduct long range programs for the development
and improvement of instructional media in general, and to
cooperate with other organizations and agencies whose
interests and purposes are similar to this organization.
- to provide a framework for members to meet on state level as
well as the district level

ASLA (Alabama School Library Association) is a professional
organization dedicated to the improvement of instruction through the
utilization of media and technology. It provides a forum for school
library media specialists, administrators, curriculum specialists,
teachers, library media educators, graduate students, professional
association leaders, and retired library media professionals, to
promote excellence in education in Alabama through effective school
library media programs.
ASLA is the state affiliate of the Association for Educational
Communications and Technology, the American Association of School
Librarians, and the Alabama Education Association.

ARTICLE I. NAME AND AFFILIATION
Section 1. The name of the organization shall be the Alabama School Library
Association hereby known as the Association.
Section 2. The Association is and shall remain an integral part of the Alabama
Education Association, the Association for Educational Communications and
Technology, and The American Library Association.
ARTICLE II. PURPOSES AND OBJECTIVES
The purposes and objectives of the Alabama School Library Association shall be
as follows:
- To promote the effective use of instructional media.
- To keep educators adequately informed about media services and materials.
- To recruit personnel and to encourage and promote professional growth.
- To serve as an organization to coordinate research on evaluation in the use of
instructional media.
- To plan and conduct long range programs for the development and
improvement of instructional media in general, and to cooperate with other
organizations and agencies whose interests and purposes are similar to this
organization.
- To provide a framework for members to meet on state level as well as the
district level.
ARTICLE III. MEMBERSHIP
Section 1. Membership in this organization shall be six classes: active, associate,
corporate, student, honorary, and retired.
Section 2a. Active members shall include instructional media personnel who are
directly engaged in education in Alabama and who are interested in furthering the
purposes and objectives of this organization.
Section 2b. Active members shall be entitled to vote; to hold office; to serve on
committees and to receive any publications prepared or contracted for by this
organization.
Section 3a. Associate memberships may be extended to include any persons
interested in school media services (professionals).
Section 3b. Associate members shall be entitled to all rights and privileges of active
members, except that of voting and holding office.
Section 4a. Corporate members shall include institutions, organizations,
governmental agencies, and business firms.
Section 4b. Corporate members are entitled to all the rights and privileges of active
embers, except that of voting and holding office.
Section 5a. Students enrolled in library media programs in colleges and universities
in Alabama are eligible for membership in this organization.
Section 5b. Student members are entitled to all rights and privileges of active
members, except that of voting and holding office.
Section 6a. Honorary memberships may be extended to selected persons upon the
recommendation of the Board of Directors.
Section 6b. Honorary members shall be entitled to all rights and privileges of active
members, except that of voting and holding office.
Section 7. Retired members shall be entitled to all the rights and privileges of active
members, except that of holding office.
ARTICLE IV. OFFICERS
Section 1. The officers of the Association shall be a president, vice-
president/president-elect, secretary, and treasurer.
Section 2. All officers shall be active members.
Section 3. The president shall be a member of one or more of the following
organizations: Alabama Education Association (AEA), the American Library
Association (ALA), and the Association for Educational Communications and
Technology (AECT). The Association shall pay the membership dues of the president
to one of the following organizations: AEA, ALA/AASL, AECT.
Section 4. All officers shall be elected annually except for the treasurer, which shall be elected biennially.
Section 5. The president is not eligible for election for one year following the end of
the term on the Board of Directors. The secretary and treasurer can serve no more
that two consecutive terms.
ARTICLE V. DUTIES OF OFFICERS
Section 1. President: The president shall preside at all meetings of the
Association and Board of Directors. The president shall develop an agenda for all
meetings. The president shall be prepared to sign checks for the Association in an
emergency. The president shall appoint the following standing committees: auditing,
awards, districts, intellectual freedom, legislative, membership, newsletter,
nominating, parliamentary, publicity, and ad hoc committees as deemed necessary.
Section 2. Vice-president/president-elect: The vice-president/president-elect shall
serve in the absence of the president. The vice-president/president-elect shall
coordinate all conferences of the Association.
Section 3. Secretary: The secretary shall take minutes of all meetings of the
Association and the Board of Directors' meetings and shall develop a synopsis to be
mailed to officers.
Section 4. Treasurer: The treasurer shall receive all dues, fees, and accept
contributions made to the Association and shall pay all authorized bills. The treasurer
shall assist the president in preparation of an annual budget report for each meeting
of the Board of Directors. The financial records of the organization shall be audited by
the committee annually. The treasurer should be bonded.
ARTICLE VI. THE BOARD OF DIRECTORS
Section 1a. The board of directors shall consist of all elected officers, the immediate
past-president, and six members-at-large of the Association who shall be elected
from the general membership.
Section 1b. An attempt shall be made to represent all levels of education and all
areas of the state in the election of six board members-at-large.
Section 2. The president shall be chairman of the Board of Directors.
Section 3. Members-at-large of the Board of Directors shall serve only one full term
and shall not be eligible for election for a year following the end of their term.
ARTICLE VII. ELECTION
Section 1. The president shall appoint the nominating committee.
Section 2. Officers and members-at-large of the Board of Directors shall be elected
at the annual Summer meeting.
Section 3. Terms of officers and members-at-large of the Board of Directors shall
begin immediately, following the annual Summer meeting.
Section 4. In order to assure continuity of the business and welfare of the
Association, members of the Board of Directors shall be elected for a three-year term
on a rotating basis.
ARTICLE VIII. AMENDMENTS
Section 1. The constitution may be amended at any general meeting by a vote of
two-thirds of the active members present, provided the proposed amendment has
been submitted to the membership thirty days prior to the vote.
Section 2. The constitution may be amended by a mail vote of two-thirds of the active
members voting, provided that the membership has been informed thirty days before
the vote.
ARTICLE IX. BYLAWS
Section 1. Details of the activities of the Association shall be regulated by the bylaws.
Section 2. The bylaws may be amended by a majority vote at any official meeting of
the active members, provided that the membership has been informed thirty days
before the vote.
ARTICLE X. RULES OF ORDER
Section 1. Robert's Rules of order, latest revision, shall be the governing authority in
matters not specifically [sic] by the constitution and bylaws.
ARTICLE XI. DISSOLUTION
Section 1. If this organization should cease to exist, the funds shall be placed in a
scholarship fund for library media administered by the American Library Association.

Article I. Dues
Section 1.
Dues for the current membership year shall accompany all applications for membership in the Association.
Section 2.
Persons who have forfeited their membership through nonpayment of dues may be reinstated upon payment of dues for the current year.
Section 3.
Membership dues shall be as follows: Active - $25.00, Associate - $8.00, Corporate - $50.00, Student - $5.00, Retired - $5.00, Honorary - $0.00.
Section 4.
The Association shall refund to active district organizations $2.00 per active Association member.
Section 5.
The active district organizations must document and report organizational activities in writing to the Board of Directors.
Article II: Membership Year
Section 1.
The membership of the Association shall be October 1 to September 30.
Article III: Board of Directors
Section 1.
The Board of Directors shall fill any vacancies in office until the next election. The partial term shall not effect the appointee=s eligibility to serve.
Section 2.
The Board of Directors shall make policies.
Section 3.
The Board of Directors shall assume the responsibilities of the affairs of the organization, except those requiring a vote of the membership.
Section 4.
The Board of Directors shall approve the annual budget at the Fall board meeting.
Section 5.
Any member of the Board of Directors who fails to attend a majority of the annual Board meetings shall be replaced by the Board of Directors, unless extenuating circumstances exist.
ARTICLE IV. MEETINGS
Section I.
The Association shall meet two times a year, dates to be determined by the Board of Directors.
Section 2.
The Board of Directors shall meet at least four times each year, two of which shall be concurrent with the annual meetings. All board meetings shall be open to all interested members.
Section 3.
A quorum of the Association for the transaction of business shall consist of a majority of the active members present at the time of the meeting, provided that notice of the meeting was made in writing at least thirty days prior to the date of the meeting.
ARTICLE V. PUBLICATIONS
Section 1.
The Association shall publish a newsletter a minimum of four times a year under the supervision of the Board of Directors.
Section 2.
The editor shall be appointed each year by the president.
ARTICLE VI. TRAVEL ALLOWANCE
Section 1.
The budget of the Association shall include a stipend for the president to attend the annual meeting of the American Library Association, the American Association of School Librarians or the Association for Educational Communications and Technology. The Association budget shall also include a stipend for the vice-president/president-elect to attend one leadership training conference. If, for some reason, the president and/or the vice-president/president-elect cannot attend the affiliate organization's annual meeting, the president may designate in writing an Association member to represent ASLA. The representative's stipend to be provided by the Association.
Section 2.
Travel funds may be received from the treasurer prior to travel authorized by Board of Directors. The person traveling shall return all monies not substantiated by receipts.
Section 3.
The Association shall reimburse the Board of Directors and Committee Chairpersons for travel expenses to two yearly meetings (not concurrent with the annual conference meetings) at the state of Alabama's current reimbursement rate.
